
How to become a NH EFA vendor in New Hampshire
New Hampshire's Education Freedom Accounts are administered by the Children's Scholarship Fund (CSF), a nonprofit authorized by the state, with ClassWallet as the payment platform. Anyone who teaches or serves EFA students must be EFA-approved, even if families only pay you out of pocket and seek reimbursement.

Who can apply
- Step 1: complete CSF's provider registration form (required for anyone who provides service or instruction to students). Step 2: once CSF approves you, follow the emailed link to create a ClassWallet account and verify your bank details.3
- Provider types are educational institutions or programs, therapy providers, tutoring providers, and educational retailers. Big-box retailers such as Target don't need EFA approval.3
- You must document how you keep students safe, for example by uploading your background-check policy. That material is made public so parents can assess it.3
- A ClassWallet account is optional: you need one only if you want families to pay you directly from the EFA.4
Documents by provider type
Tutors
- Tutoring must be by a certified or accredited individual or a tutoring facility, in the core knowledge domains: government, health, history, language, reading, writing, spelling, math and science.5
- Upload your credentials with the registration form, such as licenses, a resume, teaching certifications, work history and proof of degrees or certificates.1
Therapists
- Therapy fees qualify when the therapist is certified or accredited in the educational service or therapy, including audiology, behavioral, occupational and speech-language therapies.6
How you get paid
- 1Families pay approved providers by Direct Pay in ClassWallet. Each transaction goes to CSF's compliance staff, who approve or deny it against the allowable-use rules.7
- 2Invoices should show your school or provider name, the invoice date, the student's first and last name, a description clear enough to show the expense is allowable, the date(s) of service, and the amount due per student (not per family).8
- 3Include an invoice number if you can. Without a unique identifier, or with anything missing or ambiguous, CSF may ask for more documentation.8
- 4Approved providers with a ClassWallet account can ask ClassWallet to join its Marketplace; CSF approves the addition.7
What trips providers up
- Never refund, rebate or share EFA money with a family. Refunds go back to the student's EFA through ClassWallet within 30 days. Missing that is a ground for disqualification.9
- Parents and immediate family can't be paid EFA funds for instructing their own child, even if they're an approved provider.4
- Never ask a parent for their EFA username or password, or access a student's account yourself.3
- Only invoices and receipts dated on or after the student's date of eligibility can be processed.4
