Payment time and fees by state

What your invoice needs
Program staff check every invoice against their own list of required fields. An invoice that's missing one is rejected, and nothing is paid until a corrected one is submitted.
Alabama CHOOSE Act
- Invoices must show your name and address, the student's name, the parent's name, the invoice date, dates of service, the type of service and the total due, or they're rejected. Handwritten invoices aren't accepted.7
Arizona ESA
- Invoices must include your name, address and contact information, the invoice date and number, the student's name, an itemized description of services with dates of service, and the total. Therapists and qualified examiners must include their license number.8
NH EFA
- Invoices should show your school or provider name, the invoice date, the student's first and last name, a description clear enough to show the expense is allowable, the date(s) of service, and the amount due per student (not per family).9
North Carolina ESA+
- Every invoice needs the student's name as it appears in MyPortal, the parent of record's name, your enrolled provider name, the date(s) of service, the type of service and the amount due.10
South Carolina ESTF
- Invoices must show your name and address, the student's name, the parent's name, the invoice date, the date of service, the type of service (tutoring subject, therapy type) and the total due. Handwritten invoices aren't accepted.11
When you can bill
Alabama
- You can bill before or after services and on any cadence (weekly, monthly, quarterly), but only for services in the 2026-2027 school year. List each student's charges separately.12
Indiana
- Payments are made after services are delivered (private-school enrollment fees and camps can be exceptions). Provide the service, then give the parent an invoice.4
North Carolina
- Dates of service can be written as a date (9/12/2026), a month (September 2026) or a semester (Fall Semester 2026). Families can prepay for a month or a semester, but not for the whole year in the fall.10
South Carolina
- You can bill before or after the service, on whatever cadence you choose (weekly, monthly, quarterly). List each student separately; the parent submits under each student's account.11

Alabama
- Track payments in ClassWallet's Payment Report: Queued, Initiated, Processing, then Settled when the deposit should be in your bank. It exports to CSV.1
North Carolina
- Track status in ClassWallet's Payment Reports.13
South Carolina
- Track deposits in ClassWallet's Payment Report: Queued, Initiated, Processing, then Settled. It exports to CSV.6
Why ClassWallet payments get rejected
Alabama
- Families pay you through ClassWallet's Pay Vendor, and every service needs an invoice. Without one, the family can't pay you.7
- If a family's transaction contains any ineligible expense, the entire transaction is rejected, so keep ineligible items off the invoice.1
- The Department may reject any invoice it considers unreasonably priced or suspects is fraudulent.14
Arizona
- ESA staff approve only up to the allowable total on the invoice, and incomplete invoices are rejected.15
- The debit card blocks code 8211 (elementary and secondary schools): private schools must be paid through Pay Vendor instead.16
- Receipts must come from a point-of-sale system or a numbered receipt book, and show your name, address and contact details, the date, a receipt number and an itemized list. For reimbursement, an invoice alone isn't enough without proof of payment.8
Indiana
- A Treasurer of State account specialist processes the invoice and contacts you if it's denied. Payment arrives within 7 business days.4
North Carolina
- After the service, give the parent an invoice. The parent submits it in ClassWallet, ESA+ staff review it, and if approved the funds move to your bank account. If it's rejected, nothing transfers and the parent gets an explanation. Payment agreements and insurance explanations of benefits aren't accepted.13
- ESA+ pays for services delivered directly to the student only. Parent consultations, IEP meeting attendance, administrative fees and test-scoring fees are rejected, and providers can't charge for equipment or materials.17
- If the parent already paid you out of pocket, ESA+ can't pay you for that service. There are no reimbursements.5
South Carolina
- Food, field trip, fundraising, graduation and child care fees aren't approved, even when a school invoices them.18
Common questions
How long does ClassWallet take to pay providers?
It depends on the program. In Alabama, Arizona, and South Carolina, payment typically settles in your bank account 2 to 10 business days after the payment is approved. In Indiana, providers are paid within 7 business days after invoicing. Before that, program staff review the invoice, and incomplete invoices are rejected rather than paid.
Does ClassWallet charge providers a fee?
Arizona's program says ClassWallet charges vendors a 2% processing fee, which vendors may pass on to families. In North Carolina's ESA+, providers who pass on the 2.5% debit-card fee must show it as a line item on the invoice. The other programs here don't publish a vendor fee in the sources we cite.
What do Queued, Initiated, Processing and Settled mean in ClassWallet?
They're the stages in ClassWallet's Payment Report, in order. Settled means the deposit should be in your bank account. The report exports to CSV, so you can reconcile payments against your invoices.
Can I invoice before I deliver the service?
In Alabama and South Carolina, yes: you can bill before or after services, on any cadence. Indiana pays after services are delivered, with exceptions for private-school enrollment fees and camps. North Carolina lets families prepay for a month or a semester, but not the whole year in the fall.
