How to become a Hope Scholarship vendor in West Virginia

West Virginia's education savings account, governed by the Hope Scholarship Board with the State Treasurer's Office and run on Student First Technologies' online portal. Providers are pre-approved, invoice through the portal, and are paid by ACH.

Who can apply

  • Start with the New Provider Request Form. An Education Service Provider Coordinator reviews it and walks you through onboarding, and every provider signs the Education Service Provider Agreement before being paid.1
  • Providers can be schools, universities offering dual credit, sole proprietors offering tutoring or curriculum, and microschools. Only K-12 services qualify; pre-K doesn't.2
  • Everyone who will have any contact with Hope students, including virtual contact, must have a criminal background check.3
  • Parents and immediate family can't teach or tutor their own children for Hope funds; the handbook's definition of immediate family is broad (it includes cousins, in-laws and their spouses).4

How you get paid

  1. 1All transactions happen in the online Hope Scholarship portal and arrive in your bank account as an ACH deposit from "Theodore PMT". Funds can never be passed back to the family directly.5
  2. 2You may only be paid for services actually delivered. If a student prepaid and didn't receive the service, refund the account (prorated if partly delivered), generally within 30 days.6
  3. 3The portal rejects service offerings that don't fit the legal definition of qualifying expenses.5

What trips providers up

  • You can't charge Hope students more than other students, including through "administrative fees" or discounts offered only to non-Hope families, and you can't cap how much Hope money a student uses with you.7
  • If a Hope parent works or volunteers for you with potential access to your finances (or owns 15% or more), you both file a Control Employee Form.7
  • You're responsible for anyone you let into your portal account, including contractors who invoice for you.3
